These Terms of Service ("Terms") govern your use of the website and the private car / chauffeur services ("Services") provided by NOIR Private Car Service ("NOIR", "we", "us"), operating in Los Angeles, California under CPUC TCP #[your TCP number]. By requesting or using our Services, you agree to these Terms.
1. Services
NOIR provides pre-arranged, chauffeur-driven private transportation in Los Angeles and Southern California. All rides are by reservation; we do not accept street hails. Vehicles and availability are subject to confirmation.
2. Bookings & quotes
Submitting the booking form, or contacting us by phone, WhatsApp or email, is a request — not a confirmed booking. A reservation is confirmed only when we reply to confirm the vehicle, time and price. Fare estimates shown on the website are approximate; the final flat price is confirmed at booking. Tolls, parking, airport fees and gratuity may apply.
3. Pricing & payment
Prices are quoted as flat rates or hourly rates and confirmed before your trip. Payment is processed through secure, PCI-compliant providers; we do not store your card details. Receipts are provided for each completed trip.
4. Cancellations & changes
Cancellations and no-shows are governed by our Cancellation Policy, which forms part of these Terms.
5. Passenger conduct
- Seat belts must be worn at all times.
- No illegal activity, and no smoking or vaping in the vehicle.
- You are responsible for any damage caused by you or your party; cleaning or repair fees may apply.
- The chauffeur may decline or end service for unsafe, abusive, or unlawful behavior.
6. Licensing & insurance
NOIR operates as a licensed charter-party carrier and maintains commercial liability insurance as required by the California Public Utilities Commission. Airport pickups and drop-offs are performed under applicable airport permits.
7. Limitation of liability
We are not liable for delays or failures caused by events beyond our reasonable control (traffic, weather, road closures, accidents, force majeure). To the maximum extent permitted by law, our total liability for any claim relating to a trip is limited to the amount paid for that trip. Nothing in these Terms limits liability that cannot be limited under California law.
8. Changes to these Terms
We may update these Terms from time to time. The version posted here applies to your booking at the time it is confirmed.
9. Governing law
These Terms are governed by the laws of the State of California. Any dispute will be subject to the courts located in Los Angeles County, California.
